Because some enemies take more damage and a sniper only holds so many bullets. If you were to say use a low impact sniper in a raid boss you would surely lose in total dps. If you were on orb duty in trials and the guy self-rez'd, or if a super with high armor came in your view, that sniper would not kill in the head. That ability is a pretty important factor in those kind of situations.
