Zhalo shouldnt be a arc weapon since all other current primarys arent elemental. Edit: I love the Zhalo, it reminds me of an ak-47 with lightning. If year two had a whole bunch of primaries with elements, Zhalo would be welcomed. But since it is the only year two primary with an element, it is not welcome. It should have been saved for a time with other elemental primaries. This is coming from a beta, year one player who farmed raids for elemental primaries. Zhalo, should not exist at this time.
