I don't see any problems with Fist of Havoc. It does get annoying when they use it as a panic super, but overall, it's not OP.
Shoulder charge would be fine if it wasn't as agile. You can stop running and turn around 2 and still have you're charge. If you're useing shoulder charge, it should lower you turn radius while running and instantly dissipate when not running or hovering at top speed.

They could also have the mk. 44 stand asides on. Increases shoulder charge and gives a tighter turn radius (exotic titan leg armor)

It does. You turn in a wider arc. Your just getting hit by people with max sensitivity.
