The reason why now people whine about Titans and shoulder charge is due to the sniper meta. Everybody and their mother have a sniper as a secondary weapon and hardscope a lot. That result in a lot of deads by shoulder charge because they don't look at the radar and don't have a shotgun to defend their selves when a striker close to them.
At the beginning of the game a lot of people used a shotgun as secondary weapon allowing them to look at the radar and kill a shoulder charging Titan but with the Nerf of the shotguns and use of snipers now people feel defenseless against Titans.
So my advice is
[spoiler]stop trying to be a MLG 360 no scope pro sniper, get a shotgun or fusion rifle and use your primary for mid range and your secondary for close range.
And if you don't want to use those tipe of weapons stop hard scoping and pay attention to your radar [/spoiler]

Well the best advice for this, is have a close to medium range primary if you have a sniper in your special slot. If I run a my snipes, I run either Doctrine, Hawksaw, or a HC. If I run a shotgun/fusion, I use Mida, or a high impact scout.

Striker Titan that never Shoulder Charges over here :) It's so true, I use my primary and fusion plus my eyes and ears as you can hear a SCtard coming a mile away. When I hear that retarded noise spammed a few times I pretty much know how it's going to be. I switch to fusion more alot more and d-rez said charger who just got warm on my radar. Nightmare zone at the moment is Inferno modes, but in regular if you wasn't hard scoped so much you could actually counter someone running straight at you. Also if get in a few shots and melee they also go down and I have T-Rex arms :)

i also blame the special ammo nerf. with a good shotgun and special ammo you can counter the shoulder charge every time. with the ammo reduction when my shotgun runs out of ammo i am free kill to get shoulder charged

Bungie gift-wrapped a means of Y2 defense and served it to us all on a silver platter. Vestian Dynasty works about as well as any other sidearm against a sc, too -- which is to say 'quite well'! put the snipers down, people.

Bungie took out shotpackage and said they would give it back once they fixed it. How can you rely on Bungie to fix things when it takes them more than 7 months to adjust 1 perk!

Anyone who just sits and hardscopes a spot deserves a shotgun to the back. Or a shouldercharge, lined up perfectly to maximize the hardscopers airtime from the shouldercharge. Or hit them from the side if it would send them off a cliff. And have the entire thing recorded, from the lining up to the point of contact to any resulting airtime. I was on twilight gap, clash, on the side where you spawn initially on the heavy, walked around the corner, got sniped as first blood. Eventually the spawns flipped, and the guy was still hardscoping where he sniped me. Casually walking behind him and a shotgun to the back of his jack-o-lantern head was very satisfying. Now, a case could probably be made for each map but some, like Pantheon, are especially sniper friendly, almost geared towards sniper instead of shotgun. I'm not trying to be for or against a sniper meta, just saying some maps seem designed for snipers instead of shotguns, and people decide to find a way to make the other maps sniper friendly.

So true, yesterday i was playng some elimination, got two wreckballs (i guess, for kille 3 of them, in the same round and win it), with a shotgun and SC.

This is very true. Since this most recent update I have been killing quite a few people because they're hardscoping. Don't sit in a corner and stay zoomed in so everyone can walk right up to you.
