It's one of the first few quests Shaxx gives you. Look it up to see if any of the step names match quests you've got. If not, check the abandoned quests kiosk.

How do you get the Faction quest one? I completed the previous quest but never got offered the next step.

That might explain it, I still need to do crucible combat, but you must be able to do the 1st 2 missions together.
