Everybody is going to tell you a lot of crap "fixes" none of them are true.
-complete all ttk missions: no
-equip all legendaries: no
-max out all subclasses: no
-hit level 40: no
The fact is green engrams [b]never[/b] stop dropping for anybody. They become extremely rare but never really go away. I have found that when they pop up for me, it tends to be in short little bursts and then they go away again, sometimes for months. So... I hope this helps :)

That's ridiculous. I'm not saying I don't believe you, but they should stop once you hit 40. Even blues serve a purpose, but greens have none.

I agree, especially considering they *all* auto decrypt so they don't even give cryptarch rank. Total waste. I went through this with a friend who assured me that they still got greens. I had not picked one up in literally months. Did a bunch of research and yeah, they never go away. And of course shortly afterwards golgoroth dropped a green engram for me. Because rngeesus apparently has a sense of humor. *I could be wrong but I've never had one stay an engram yet.
