There's nothing pay to win about a cosmetic ghost with different voice acting.
Has your current ghost ever helped you to win anything in destiny?

It gets me to 335, helps me find material on planets, and gives more materials. Like I said, I see your point and it would be really cool, but it is not going to happen. Bungie wouldn't spend development time, money, and energy just to have 10 different voices for the ghost. If it did, it should be a free option to choose who you want to voice the ghost. Not pay money for it.
