So, your argument is that since they are not in the same respective column in the subclasses they shouldn't be treated the same despite them both being a melee ability?

Warlocks melee, despite some nuances, is fairly balanced.
Titans melee is fine aside from the shoulder charge issue.
Hunters are ok aside from the broken blink strike and the throwing knives inability to OHPK.
Shoulder charge is a melee ability, therefore it should be treated like one by having it use a melee charge.
I'm not saying to do both, give throwing knives OHPK ability and have shoulder charge use a melee charge. All I'm saying is have one or the other, I'd be fine with either
