This has been a glitch for some time. If you notice before turning in the Glimmer items, there are doubles of the same item, making it appear that you have way more to turn in then what you actually have.

I think that's what one of my buddies was telling me, but I didn't see it on their "bug" list

It's not on there because it's a lesser issue. Like the missing chunk in the Birth of History Iron Banner ship, never got fixed for almost a year and half; just another lesser issue.
