I did notice that you get that on new weapons that are Chroma enabled if you don't use the Chroma slot. I don't always want my guns to glow in the dark but it bothers me they aren't 'complete' unless you slap some neon on them. Donthe updated PoE exotics have Chroma slots? EDIT: Just saw your pics, no they don't. Odd.
