You will need to progress through Taken King storyline until you beat the mission called Dread Patrol, doing so will make you able to get the quests from Variks. As for the Sterling Treasure, a hotfox is coming out in less than ten minutes that will allow people to pick up their missed Sterling Treasure. :)
