Can I just say I have sniped since around half way through dark below, so it's not like I'm a shotgun warrior or anything.
You should descope if you take damage while ads with a sniper. Simple as that. I though PopeBear from planet destiny had a perfect idea:
On a regular sniper, any damage descope a you, if it has unflinching, it takes a precision to descope you. Snipers, fixed

Or less special ammo crates per game. Limit heavy drops to once a game and have special drop at what heavy does now. Also no ammo on spawn. Guns like the ice breaker and invective should receive one shot per 30 secs. We would actually have to use primary. Oh mer gawd.

Id say that would make it a bit too much primary. I'm all for reducing special, and heavy once per game sounds great, but only 2 specials dropping twice doesn't seem like enough to me

You shouldn't be scared to walk around a corner because of a team hardscoping every hallway. My only other recommendation would be to have sniping like call of duty where you lose stability after a couple of seconds scoped in.

Well I always slide or jump around corners just in case. I always play objective based game modes because then hard scopers just lose. I hat clash so I don't know what that's like
