Snipers aren't overpowered, there's plenty of flinch. In year 1 Flawless was a joke for me because of shotguns, just ran a Party Crasher and went there with no skill needed. Sniping at least requires you to aim. And the people that dome you at close range? They're just good, you can nerf the gun, but you will never nerf the player. Your typical sniper will have to hardscope to get kills, and if you get killed by a hard scoper, that's your fault.
