I think you can be skilled with any weapon in this game if you practice enough with it. I've only just started to really bring snipers with me into crucibles, always preferred the shotgun as my second. With the limited use snipers have seen in my PvP load outs I'd say head shots defiantly take some skill; using any old sniper as a finisher after your team mates bring down a shield well that's just good for the team, skill or no.
