Not necessarily. They could always add new guns after bringing all the previous ones forward. [u]THAT[/u] would be expanding the game. Holding back and rereleasing old stuff is more like recycling, and giving us things we already paid for so they don't have to do the work of creating and balancing them. Other than Chroma, Spektral armor, and the new strike, literally everything in this update is old stuff recycled that we already paid for 2 expansions ago.
The fact that this is even possible speaks to the bigger problem: that they can't get off creating new content without outdating and invalidating old content. So the game never gets bigger, just reshuffled. Hence, the promise that our characters would come with us to Destiny 2 was an empty promise. Since our characters are just collections of outdated gear, they effectively don't even transfer between DLCs.
