If you think a person is exploiting, utilize the in game [i]Report Player[/i] function. I assure you the team is working hard with investigating the cases and that your submission was acknowledged the moment it occurred.
While you can report a form to the Bungie team, I recommend reading [url=https://www.bungie.net/en/Help/Troubleshoot?oid=13967]this article.[/url] If you scroll all the way to the bottom of the page, you should see [i]"report a match for suspected cheating".[/i] This is a form you can submit that requires post game carnage of the match you were suspicious of.

He did not specially state which form of submission he used. If he did do it, time will reward the patient. There are so many cases the team needs to investigate. Immediate action is, [b]still[/b], not guaranteed.

I actually ran into a cheater once, it was before HoW came out, a lvl 9 had unlimited fist of havoc and was invincible, every time I damaged him the number said something like 10000000, he left the game eventually, but the damage had already been done, there wasn't one second in the remaining game in which an enemy didn't have a super activated.

I think there was a video of this. I remember seeing it and I think it was on Anomaly. He also sprinted super fast and his jump heights were insane. And unlimited rockets. At one point his own team turns on him and 11 people were chasing this clown all over the map.
