Not really. There were videos of Twilight Garrison on YouTube before that Instagram reveal, which is likely what Failure_ was talking about.

A couple of people got it bc of a glitch in the engrams. But it was officially announced on instagram, prior to it being made available for everyone. I mean damn, they showed different emotes back in 2013, but we didn't officially get them until 2016

Poor comparison. Nobody exploited anything to get the Twilight Garrison, they just got it. It was supposed to drop. It wasn't a "glitch", they just had abnormally low drop rates.
