States are based on the current light of the item. E.g. I have noticed if I infuse now. The stats will slightly increase with higher light. say a 250 item infused with 290 item has a higher stat value. Infusion C Cube items just gives it the base of what stat the item will have. Obviously random rolled as some items have higher or lower actual stats.
