Does this mean I can infuse my VoC immediately after the update?

All y2 y1 weapons are new items you have to re farm for them and gain their perks. All y1 weapons are still the same and can not be upgraded.

No only year 2 guns that have the infuse node

No, all VoG weapons will not come forward into year 2 only select year 1 guns are coming forward. (Ex Shadow Price Ldr 5001 ect.)
