Buying packages for gear at level 3 is not pay to win, you still have to earn high light gear by playing end game activities, You basically would be buying the gear just for the cosmetic look of the gear not because the gear is going to give you high light level. Pay to win is defined as buying gear they directly gives you an advantage over other players. Buying light level 3 gear is in no way giving you gear that is giving you an advantage therefore it is not pay to win.
