The new armors will inherit the infused gear's perks and attributes. Example, of you use Helm of Inmost light all of its perks, except the exotic perk, and the attributes will pass down to the new armor.

What about if you i fuse a raid legendary? Will it keep those perks?

Yes, they will inherit the perks, but those that are specific to the raid armor will not pass down.
