The smart cover can actually stack 4x. Me and my team were able to sit in grenades and take minimal damage. The problem isn't that is so hard that it's uncompletable, it's so hard for no reason. There aren't any special objectives. Just replay the same mission just that it takes 10x longer and that every enemy takes forever to kill. That's not fun.
