Actually, that's exactly what breaking the limiter does.
Basically, the scientist guy (His name is Genus) explains that all things have a "limit".
A "ceiling" I guess, to your power, kinda like a level cap. One that's different for everyone.
Saitama, or ONE PUNCH MAN, broke his limiter through absolute pain. (And an average training method.)
In that universe, removing the limiter basically allows you to have infinite power. Of course, their is a cost, but the cost is...weird. I'm assuming it's different for everyone.
