barf. slightly better base stats (some, anyway) combined with unreliable proc based perks and an atrocious sight. no thanks. you want more hate and death and DPS ??? charged Tlaloc is the answer then. just robs you of your super. I can't cite facts, but Cocytus has to have similar, if not more aggressive DPS than Boolean - so no, I don't think Boolean is very good.
