The quote you provided only explained that the Flood were warping slipspace to bypass the "speed" of slipspace and the causal reconciliation debt that had built up, which would have made the Forerunner ships' unable to calculate a path through slipspace. Once the Flood stopped using it, it would have gone back to normal; regardless of Halo's pulse. In fact, the Gravemind did the same trick to get High Charity to the Ark.
