This thread has been made so many times. I'm going to say halo for now becuase we know so little about the destiny universe. For all we know the vex could rule millions of dimensions and this is just another one they are taking over. But the hive are pretty OP to. They've killed civilizations that are on par with the covenant or maybe the forerunners.
