The difference is cartoons don't follow a story at all e.g Scooby do
Anime has storylines e.g pokemon/one piece.

But the Pokemon story is Ash/Satoshi becoming a Pokemon master but he can't even beat the elite 4 and if he can't even do that how is he supposed to be the master of anything?! It makes no sense!
