As far as i know they want to bypass the password to avoid the data being erased in case they miss it.

They didn't order them they "asked permission" and were denied the "request"

That was my understanding of it, should probably edit that in... Either way, Apple denied it because it's a major security risk as well as it undermines all the work they have done to encrypt iPhones
