It's been like that since the launch of the game. Actually getting a blue from a legendary engram was quite common pre Dark Below. It sucked.

Was like that, but it was changed in ttk to be a guaranteed legendary drop from a legendary engram. It can deviate from the engram type (I.e. Special wep engram Etc) and drop a class item etc instead

I know they made it guaranteed, but the listing of "rare item" was never removed. And if it was, I never noticed it. Lol.
