And so, I recommend turning it to our side. Create the illusion of autonomy, let them feel like they are independent, and when the Rebellion comes to them, they are less likely to join. Pull troops from the worlds, release martial laws. But maintain supply runs, support the local governments. The Federation has always been seen as a big brother to the Outer Worlds. But the key, is to be seen as the brother that helps and looks out for you, one that keeps the bullies at bay, and not the brother that is the bully, who constantly oppresses you, and takes from you with force.
