Spectre. Freedom Fighter to many Outer Worlds, a Terrorist to the Inner Worlds. Name and Background, Unknown.... until recently.
Our intelligence officers were able to run a voice recognition scan on him from his recent... broadcast. And found a match.
[b]The skull mask of the Holo is replaced with a face[/b]
Dan Ericsson. His name should be familiar to some in the room. A Sergeant in the Galactic United Army, was a decent soldier, earned his moniker when he neutralized forty-three hostiles while remaining undetected during an operation.
That was until three years ago, during Operation Broken Talon, in which Ericsson and his team were tasked to assassinate terrorist leader Arnold Tallin. All went well, until one of Ericsson's team members was captured and held hostage by a desperate Tallin. What happened next... reports are conflicting. What we can say, for sure, is that he fired on Tallin, the bullet traveling through the hostages skull and into Tallin, killing both. The remaining team members confronted Ericsson, and in the ensuing fight, were killed. He was later captured and court martialed, being dishonorably discharged and derived of his stipend. He fell off the radar..... until now.
He has been behind insurgency operations on multiple worlds, causing distress and disorder. We have been able to neutralize cells are several worlds and restore order, but ever since the Archon Broadcast, unrest has only grown.

Spectre watched the meeting, having hacked into the security cameras. He used a discrete data file to get in, allowing him to be totally unnoticed. He smiled as he watched, hundreds of thousands of miles away from the meeting.

A Russian major sat near the front. "But where is the enemy getting funds? I've yet to encounter many rich people who support the rebellion, all of our weapons are still acounted for. They have men but where do they get their heavy weapons?"

A Freighter was recently captured traveling on a derelict trade route. When asked what they were carrying, they responded with electronics. Further investigation found that, while they were telling the truth, it was found that they were smuggling unregistered weaponry. I believe that they are being supported by several Outer World governements, ones that the Galactic Federation doesn't have a presence on. We haven't been able to account for the weapons because they have either been taken before being registered, or the parts to make them have been delivered directly to them.

"What about this alliance, the invaders? We need an edge on them as well as the rebels."

I'm afraid we haven't encountered them yet, and what reports we do get are scattered.

"Then we must keep them in mind for a visit then. Back to the rebels, they rely on 'popular' support, how can we undermine it?"

They portray the Federation as a merciless government, which crushes any who stand in their way completely. This is how they caused unrest on Archon, by playing the broadcast, most likely manufactured, and playing on the locals suspicions. Superstition usually wins over reality, Major. And so, I recommend turning it to our side. Create the illusion of autonomy, let them feel like they are independent, and when the Rebellion comes to them, they are less likely to join. Pull troops from the worlds, release martial laws. But maintain supply runs, support the local governments. The Federation has always been seen as a big brother to the Outer Worlds. But the key, is to be seen as the brother that helps and looks out for you, one that keeps the bullies at bay, and not the brother that is the bully, who constantly oppresses you, and takes from you with force.
