I have 2 of them but i heard the litc perk only procs on headshots which is very stupid

It's not balanced. High impact snipers is like built in LITC on every shot. When was the last time you were sniped by a weapon other than 1000 yard stare. Snipers use 1000 yard stare most of the time. How is that balance
