Yes, because there is still too much Special Ammo. Come on man, catch up.

It's not because of the special ammo there's just no intent to use primaries cuz they just don't compare to specials. So people just wait around for special to spawn. regardless of the amount of ammo primaries should still be able to compete with special weapons that's the point of competitive pvp all gun types are competitive

Holy shit, I'm losing the will here. Special Weapons are designed to kill fast. Hence why in game such as Halo they are fought over rather than handed to you. Although this game gives you the option of having a Special weapon on spawn, they should not allow you to spawn in with Special Ammo (albeit, 6v6 could be an exception. 3v3 & 2v2 definitely not (of which Heavy should either be removed or just one box awarded one person the Heavy)). The way you're going about it they may as well just have one massive weapon selection that you can pick three from and they all kill in the same time.
