In fairness, any weapon with HCR will stagger you, but it should only really bother you if you use a pulse rifle (idk why, pulse rifles just seem really vulnerable to the Mida) or a low aim assistance sniper. You can also spam the trigger and hope that some bullets land. It's part of why the Mida is such a versatile weapon, and I don't think that's unbalanced.
