Instead of matchmaking players based on connection quality like the Crucible used to, it has now shifted to skill based matchmaking. There are a couple of problems with this, it leads to players having to play their heart out every game or get stomped and removes the chance to chill out in pvp and have fun for some players. However the worst is the fact the someone of equal "skill" to me may live on the other side of the world, and we'll be matched regardless of connection now; which causes unbearable lag in crucible. That is why the community is really angry about it all. And the fact bungie lied about implementing the new matchmaking to begin with which is pretty low to be honest.
