Easy fix.... Make matches based on a tiered system. Tier 1 - Connection priority. The system creates a pool of users that show to have a consistent connection same as yours. Tier 2 - Skill based range. The system takes from the tier 1 pool a list of players with similar skill. The skill ranking has a wider range to allow for a more diverse match up. The skill based range should be wide enough to allow for some matches to be sweaty and some to be a bit more one sided but the majority would be in between.
