Destiny has stuck with a P2P ad-hoc network and their addition of using an ELO has not changed that. B.) "I organize scrims against competitive people all the time." Destiny has no private match making functionality... oh wait, you just said, "Destiny with ... no private matches" so you seem to know that but you personally add in that ability to "organize scrims ... all the time" and remove it when you're done using it.
