Bungie secretly implemented it when TTK launched. Read the weekly update. Skill based matchmaking is when a matchmaking system tries to match you with players of similar skill. People dislike this because it makes games sweaty and it is prioritized over connection.

I see. Connection should be prioritized. We would be more effective though if we went to the feedback section with this. Multiple, well worded, and non-insulting posts would instantly grab their attentions. I'm off to go make one.
