Yes but fist of havoc is known as fist of panic for a reason, only the void walker has a comparable panic super

Hmm good point about landfall, but that is a specific perk, fist of panic comes default. Shadowshotters at least have to aim to instant kill, and even then they still don't get much of a damage resistance for using the super
