With the new trend emerging in video games of the purchase of RNG items (Defiance on last gen also has this) with real money, I'm starting to wonder what the various gaming commissions around the world think about this form of gambling and, additionally, that it's available to minors?

Please understand the definition of Gambling before throwing out crazy assumptions. Gambling is the wagering of money or something of value (referred to as "the stakes") on an event with an uncertain outcome with the primary intent of winning additional money and/or material goods. Gambling thus requires three elements be present: consideration, chance and prize. A digital weapon for your character has no value. The time invested in your level 40 320 Light character has no value. Hence no gambling takes place ergo no Gaming Commission involvement.
