I interpret it as some kind of leader. Perhaps a general or king. He leads his army and between his men who are killed and his adversaries, there's a trail of bodies. When he speaks he has the power to have people burned at the stake. But, in the end, he doesn't desire to be followed and doesn't know why his army keeps him as their leader.
