The Special Ammo Solution
I present a simple solution to the special ammo problem that has been honestly plaguing this game since the beginning.
Simply have it where when you die; you lose your special ammo.
The fact that too many people rely on shotguns and snipers the whole match without even thinking about using their primary is a major problem.

You shouldn't spawn with special ammo. The delay time for spawns should be increased, slightly. You should lose HALF your special ammo on death, but never lose below 1/4 of your full inventory. This way special becomes....oh yea, special
