I want them to pull it together on the story and make the game something that a soloist could actually play l reach higher levels

A solo Raid wouldn't make sense. They are supposed to be a group activity and should stay that way.

Fine, an extended pve activity that is solo and has end game rewards

Crotas end can be soloed
