I have encounter the same problems but since TTK came out. I have been playing Destiny since alpha with same ISP and same internet speed and it wasn't after TTK that i started getting red bar/lag issues. They have made me believe that it is my internet connection but after reading this post and all its replies, i feel way better. Not touching PvP anymore anyway.
