At an equal skill level, the weapon with the better TTK/ease of use will win.
You simply can't overcome the issue of someone killing you 33-100% faster, than you can kill him (at an equal skill level).
Yes, you could just join them and use the same OP weapons, but that doesn't exactly help, when the theme is the overall balance of the Crucible.
You using the same OP weapons, doesn't help with making other weapons balanced.
