Remove PvP all together.....put all the content that was supposed to ship in Sept 2014 back into the game.....make "the next DLC that is the biggest since TTK.
Put all end game content into engrams and random drops. Raid can greatly increase the light and frequency of drops but make it the open world explorer shooter MMO it should have been!
