I've come to a different way of thinking on this... Bungie is changing the meta to keep both game modes "fresh". It's the only thing that makes nerfing an entire weapon type anything close to sensible. Bungie has dropped hints to this several times in their notes, referring to giving each gun "their time in the sun". They also speak of "variety" and making other guns "viable". It's a forced rotation through their weapon set, and it forces you to play their content with multiple setups (thereby extending play on the thin content). So... don't blame PvP, IB, ToO, or any other PvP style of play. Bungie is doing this for their own reasons.

While I know their comments you're referring to and can see your point being the case, their screwing with weapons was unnecessary. Up until 1.1.1 every single class was viable. Sure people will gravitate to the popular weapons, but just because they were popular didn't make them better. Bungie's problem has always been that they balance on use and not actual performance and that's why each patch jacks things up more.

  • That's because all they care about is use. If you don't choose to rotate on your own, they will force you to do it. Look at pulse rifles up to the latest nerf. They had a huge buff a few months ago - and it was totally unnecessary. Red Death and several legendary PR's were doing just fine. They were buffed to push people into them and away from HC's, which had worn out their welcome. Bungie does it over and over - they rotate the meta intentionally. Heck, remember them posting IB usage stats for AR's - after they had placed AR bounties in IB? Kind of stacked the cards on that one, right? This is no accident. It's planned.
