It's an inherent trait since it gives you life steal for every melee kill you land.

I did there was no mention of strength being a permanent stat on the item anywhere...

If you look at the Armory, on the second selectable perk, expand the first random perk and you'll see that all three options are "Increase Strength". The second option has a 1 in 3 chance of being intellect, with the other two being discipline. So you're only ever getting strength/discipline or strength/intellect.
