Jolly Holliday Quest Broken?

I need to know if this quest is broken. I went into a mayhem clash match and went on a 15 killstreak, then played it through and ended going up 22:6, plus I got a shit ton of medals. No increase from 3%. Am I just wasting my time for an exotic shotgun that is OK at the best?
