I say Dead Orbit could make this, they want to bolster their fleet so train guardians to fight in space. They can use the battle maps as outposts for their travel. Add some story to it about how the faction manipulates Shaxx into giving them access to our reaches of space.

Every fleet wants to be "bolstered" in the tower. Dead orbit just wants to do something with them.

Of course each faction wants to be bigger, but Dead orbit is the only Ken with emotion of a space fleet.
